In July 2011 the Commission launched two studies, one on a possible future sport monitoring function in the EU and another on the economic and legal aspects of transfers of players. 

The contract notice for the study on a possible future sport monitoring function in the EU was published in the TED (Tenders Electronic Daily) Supplement to the Official Journal (OJ) of the European Union with the reference 2011/S 143-236520. The Commission awarded the contract for the study to a consortium composed of W.J.H. Mulier Institute, Sheffield Hallam University, K.U. Leuven and TNO. Regarding the study on the economic and legal aspects of transfers of players the contract notice was published in the OJ with the reference 2011/S 143-236523. The Commission awarded the contract to a consortium composed of KEA European Affairs (Sport and Citizenship’s patron) and CDES.
